The Information Commissioner investigates complaints from people who believe they have been denied rights under the Access to Information Act. The Commissioner is an independent ombudsman who has strong investigative powers. He mediates between complainant and government institutions. The Commissioner can make recommendations to government institutions. He cannot issue binding orders.
